TTO basis. The BLCO export capacity was a recently approved federal oil
allocation given to the Niger-Delta communities for independent foreign
exchange earnings to enhance infastructural development within the
region based on internal revenue generation approval endorsed by the
newly created Niger Delta Ministry in Nigeria. We are willing to
